This is utterly fascinating and tragic. It comes as no surprise that racism is at the very heart of the war on drugs. That fact has not been lost to those with eyes to see and ears to hear. As with mostly everything else in American society, race informs & justifies policy--from housing to education to wages to prison sentences, even if it is not explcitly stated. Johann Hari's book, 'Chasing The Scream: The First and Last Days of the War on Drugs' is a must-read if anyone is interested in understanding the root of the so-called "War on Drugs". It's genocide any way you cut it. I would also recommend reading Michelle Alexander's devastating "The New Jim Crow" along with this fine work by Mr. Hari.
